The Enforcement Acts of 1870 and 1871 The adoption of the Thirteenth, Fourteenth, and Fifteenth Amendments to the Constitution extended civil and legal protections to former slaves and prohibited states from disenfranchising voters “on account of race, color, or previous condition of servitude.” The result was a series of Enforcement Acts (also known as the Ku Klux Klan Acts), which tried to identify the various ways in which criminal conspiracies threatened loyal citizens or threatened the public peace and the enforcement of the law. The Enforcement Act was, in fact, three separate laws that Congress passed between 1870 and 1871. These acts were specifically designed to protect African Americans’ right to vote, to hold office, to serve on juries, and to receive equal protection of laws.
